Facility Planning Considerations
Planning and design for an outpatient student health center is a comprehensive task that involves great depth and understanding. There will need to be a balance between available space, safety, functionality and colors, and furnishings. The planning process will need to account for the needs of the student health center along with the services offered. A stress-free and appealing environment is a priority. The design will address the rules and regulations, the color selection and noise issues, list of equipment needed, and electronic items needed. This essay will also include an examination of budget planning and cost estimates, a description of the role of stakeholders, and a Gnat chart that details an implementation plan. Regulatory requirements

Regulatory requirements are no stranger to health care facilities. The challenge with creating a student health center for a high school boarding school is that this will be the first of its kind in Alaska and will be geared more towards that of a college health center/outpatient clinic. “To address the problems of errors in healthcare and serious safety issues, fundamental changes of health care process, culture, and the physical environment are necessary and need to be aligned, so that the caregivers and the resources that support them are set up for enabling safe care”(Reiling, Hughes, Murphy, 2008). There are many different regulatory requirements and on different levels that will be addressed. Federal Level

On the federal level, accountability will fall upon, Occupational Safety and Health Administration (OSHA), Americans with Disabilities Act (ADA), and Medicare and Medicaid Conditions of Participation. When considering OSHA, we need to keep safety for the staff as important as safety for the patients. “With the Occupational Safety and Health Act of 1970, Congress created the Occupational Safety and Health Administration (OSHA) to assure safe and healthful working conditions for working men and women by setting and enforcing standards and by providing training, outreach, education and assistance” ("About OSHA", 2014). The study health center will also be created to be up to the standards for the Americans with Disabilities Act, which will incorporate ramps and larger corridors to allow access with wheelchairs. State Level

The state level will consist of building codes and state fire codes that are enforced by the State Fire Marshall. The Alaska Department of Health and Social Services offers licenses and certifications to outpatient clinics and also contracts with the State Fire Marshall for Life Safety Code ("Health Facilities Licensing & Certification", 2014). Local Level

Approval of detailed construction plans, issuing of building permits, and random surveys of the construction site will be handled at the local level. The architect will work closely with city officials so that the building complies with planning and zoning laws. Color Implications and Noise Issues

Choosing colors that are warm and inviting would be the most realistic approach. Since this is a student health center it would be appropriate to use the colors of the school and incorporate it into the clinic. The school colors are cardinal and gold. The cardinal color will be used for the door frames and baseboards. The gold (yellow) would be appropriate for the chair rail that would run along the cream colored walls. Since this facility will mostly serve the Alaskan natives, it would only be natural to include tribal pictures along the walls and a headdress in the waiting room. Noise is an issue that will be controlled by soft noise machines called sleep mates. These will be places in the sick bay rooms so that it offers a more relaxing atmosphere and also in the waiting room. They are small and compact and can be moved to...
