1. Introduction
The theme of this paper emerges from the recent debates among scholars on the effectiveness of cooperation between the European Union (EU) and the United Nations (UN) at different levels of operations. Recently, there is a growing concern over the effectiveness of EU-UN cooperation in peacekeeping and peacebuilding operations1 and this is the central focus of this paper. Focusing on Bosnia and Herzegovina and the Democratic Republic of Congo as the case studies, this paper seeks to explore the effectiveness of EU-UN cooperation at both field and headquarter levels in peacekeeping and peacebuilding processes. Structure

This paper is made up of six parts. The first part is the introduction which presents the research questions, research problem and hypothesis, the scope and significance, methodology and definition of key terms. The second part then highlights the theoretical approach/assumptions of the paper. The third part is the literature review. This is followed by a presentation of findings in the fourth part. The fifth part is the discussion/analysis and finally, a conclusion is made in the sixth part. a) Research Questions

To achieve the aim of this paper, the following research questions are examined; 1. What are the main challenges of EU-UN cooperation in peace building and peacekeeping? 2. What are the reasons for the continued EU-UN inter-institutional relationship challenges? 3. In what ways could the EU and UN reach a more efficient and coherent partnership in peace keeping and peace building? b) Research problem and hypothesis

Despite a significant progress in EU-UN relations over the years, the two actors continue to face many challenges in designing, implementing, maintaining and improving inter-organizational schemes for peace operations2. Moreover, there is still confusion between EU and UN on what constitutes peacebuilding3. Thierry Tardy (2005) asserts that ‘the mere identification of activities that belong to peace building versus others that do not is difficult for both organizations’4. In the case of the EU for instance, Inter-institutional cooperation is complicated by many actors and a lack of internal coherence. Yet, according to Joachim A. Koops5, ‘Effective peace operations partnerships depend on coherent and strategically structured relations …. [and] different organizational cultures, agendas and approaches need to be systematically integrated’6.

In light of the above, this study hypothesizes that the EU and UN lack a coherent and well-structured relations necessary for effective cooperation on peacekeeping and peacebuilding. Further, it assumes that the EU-UN partnership has, in turn, led to different levels of cooperation and coordination. c) Scope and Significance of the Study

While EU-UN cooperation occurs on a broad range of issues including development, climate change, peacebuilding, humanitarian assistance in crises, fighting corruption and crime, addressing global health concerns, labour issues and culture7, this study concentrates on EU-UN cooperation in peacekeeping and peacebuilding.
